  1. Properly reboot the app (clear the cache file of the MoatV app & force stop it + restart device)
  2. Try using a different internet connection (different Wi-Fi or Mobile Internet)
  3. Restart the Wi-Fi router.

If these steps do not fix it, then you will have to use a VPN with a Chicago, Washington DC, or Los Angeles server.
Note: ExpressVPN will not work with the latest app version.
